#226 Allow P9 for individual animals

Before implementing this, I would need to know

• whether this shall only apply to single animals? (or f.e. a selection of individual animals, or f.e. all animals of an individual user)
• whether there should be any restrictions, on who can create P9 for single animals? (f.e. only admins)

As I understand it, this is no longer wanted. I'm closing the issue.
