#13 FIx file format version for nixio_fr

The `nixio_fr.nix` test file (used for testing the NIXIO built from the NIXRawIO) has an incorrect file format version header. This wasn't an issue so far because the 1.5 beta versions of the NIXIO library didn't have the file format version change either. This has been fixed in the latest beta release (1.5.0b4) and so the test file needs to be updated to reflect the correct file format version it represents.
