#59 Neuralynx NCS files with different sampling rates

As requested in this issue, there are 2 ncs files from one recording session that have different sampling rates: https://github.com/NeuralEnsemble/python-neo/issues/1038#issuecomment-940835562 These files were generated by Cheetah 6.4.1 and were acquired on a Neuralynx Digital SX system

I am adding a shortened version of the test files in #60.
